Dr. Huynh Ngoc Tin received his PhD degree in Computer Science in 2016 from the University of Information Technology, HCMCVNU. It is the first PhD class in Computer Science of the University. Dr. Tin is currently the Director of SIU AI Lab and Head of SIU Artificial Intelligence Program. He is an active researcher in the fields of Artificial Intelligence, Machine Learning, Data Mining, Recommender Systems, Social Network Analysis.
Assoc.Prof. Tran Cong Hung is the former Deputy Head of the Ho Chi Minh City Posts and Telecommunications Institute of Technology’s Training – Science – Technology Department. He has been teaching specialized subjects in engineering and computer science – electronics – telecommunications with more than 35 years of experience in the profession. His main research directions are New Generation Communication Networks: Routing in high-speed networks, MultiProtocol Label Switching, Solutions to ensure service quality for core networks, Handover mechanism in Mobile IP, Wireless Sensor Network, Cloud Computing and Blockchain.
Dr. Nguyen Thi Hanh serves as the Director of the Administrative – Criminal Law Legislation Department. As Director, Dr Hanh has led the research and development of legal documents and projects assigned by the Government and the Prime Minister, including: Resolution of the Government on a number of tasks and solutions for implementing the reorganization of Ministries, ministerial-level agencies, and agencies under the Government; Research report on the possibility of a mechanism for recovering assets without conviction in compliance with Vietnamese practice; Report on the practice of reviewing, amending, and supplementing legal documents related to handling information sources on crimes of Ministries, etc.
Prof. Le Minh Tam is the former Rector of Hanoi Law University from 1999-2009 and former Vice President and General Secretary of the Vietnam Lawyers Association from 2009-2019. Prof. Tam is currently serving in the Vietnam Lawyers Association as a member of the Standing Committee. He is also the senior expert at the Institute of Law and Social Studies. Prof. Tam has had major worrks in legal research. He has participated in the development of the Law on Commercial Arbitration passed by the National Assembly in 2010; Project on socialization of legal dissemination, education and legal aid for the period 2013-2016. He also conducted various research projects on issues surrounding the use of law such as the current status of staff training, legal culture, etc.
Prof. Dr. Sc. Hoang Van Kiem is a famous scientist, one of the pioneers and great contributors to information science and technology in Vietnam, who has published more than 20 books, textbooks, and 120 applied research papers (including more than 70 articles published in international journals and conference proceedings). In addition, he also led 06 national key programs and ministerial programs that were critically acclaimed and put into practice.
He is regarded “the Man of the Firsts” by the Vietnam science community. Notably, Prof. Dr. Sc. Hoang Van Kiem was:
(1) The first Vietnamese scientist who was invited to be a Senior Scientific Associate at the International Center for Artificial Intelligence (Czechoslovakia). Professor Kiem was subsequently awarded the prize of the Czechoslovak Academy of Sciencess (1985).
(2) The chairman and creator of the first application software in Vietnam (ADOR) to be certified for copyright registration and commercialization in France and Germany (1990-1991).
(3) The chairman of the first research group in Vietnam to apply artificial intelligence, recognition and image processing technology in the fields of science, technology, national security – defense (Vietnam Sciences and Technology Award in 1999).
(4) The leader of the Online Distance Learning (now Online Training) project, who built and put into operation the online distance learning system of the Vietnam National University, Ho Chi Minh City. Thousands of bachelors and hundreds of masters of informatics have been trained via this system (Vietnam Sciences and Technology Award in 2000).
(5) Chaired the project to establish and was the first President of the University of Information Technology, Vietnam National University, Ho Chi Minh City (2006 – 2011)
Prof. Dr. Sc. Hoang Van Kiem is the former Chairman of the Council for the Title of the State Professors of Information Technology, former President of the University of Information Technology under the Vietnam National University, Ho Chi Minh City, currently a Senior Consultant, Chairman of the Academic Council of the Saigon International University.
Prof. Dr. Sc. Hoang Van Kiem is a leading expert and the first scientist to research, apply, and teach Artificial Intelligence in Vietnam with many contributions to the cause of talent development from high school to university. He was the advisor to 17 Doctors of Sciences with successfully defended theses, two of whom are now Professors and seven others Associate Professors. Many students under his tutelage have become PhDs, Professors, and Experts in the field of Information Technology and AI around the world. It can be said that the contributions of Prof. Dr. Sc. Hoang Van Kiem for science–technology and education in Vietnam in general are immense. The Professor’s career spanning more than 50 years in both academia and information technology in Vietnam has made valuable contributions to the country’s computer science and technology industry.
Assoc.Prof. Le Bo Linh is the former Vice Chairman of the National Assembly’s Science, Technology and Environment Committee. Assoc.Prof. Linh is still active in the field of science through various positions which he holds, including: Member of the Vietnam Fatherland Front’s Central Committee; Expert at the Institute for Law and Social Studies. With his profound understanding of the Vietnam’s economy as well as the ecnonomy of other countries in the world, Assoc.Prof. Linh has researched and completed many in-depth works, providing Vietnam with valuable knowledge in these fields, making significant contribution to the country’s integration process in the new era.
Prof. Phan Trung Ly is the former member of the National Assembly Standing Committee and Chairman of the National Assembly’s Law Committee. He is currently a member of the Vietnam Communist Party’s Central Theoretical Council and Vice Chairman of the SIU Academic Council. Prof. Ly has made significant contribution to the national legal system with in-depth research on the legal system; the organization, operation, changes and developments of the National Assembly; the operation of local governments. In 2022, Prof. Ly and a number of experts founded the Institute of Law and Social Studies. In his new position as Director of the Institute, he hopes to progess his contribution through his knowledge as well as enthusiasm to the development of the national legal system.
